Well Devs are working on it right now
It's been happening for an week or so. It mostly happened previously for using Text Smileys. Smileys from the New Text Editor Box didn't use to hurt though
But now as the work is under process so you may face some inconsistencies.But you can always have a look here
Now if you have something important to ask or you want some user to read your certain comment I'd ask you to post separate comment for the purpose. Consecutive posts will definitely be considered then if you have a purpose, at least as long as the glitch can't get fixed

Our devs are currently looking at this matter. Thanks for letting us know about the bug. Thanks to FetusZero for the research he did on our Notification system. Not to mention about biZZy and Tanya.
Btw, do let us know if you find more odds.

I just tested few things last night
It seems using COLON (
with two spaces (before & after colon) rather than using DASH (-) helps the course of MULTIPLE MENTIONING NOTIFICATIONS 
It worked for me where I tried 3 people to quote together
But using dash didn't work
So try this way please

will get all ?

^ ^ Yes exactly! The first example you mentioned will meet only one (first user) notification & second one will serve the purpose perfectly

Same here, but I will keep it in mind and do it for replies in the future until this is fixed.
