Getting Paldean Wooper in Pokémon Pokopia is important because it helps you scoop up water later. The main trick is that this Pokémon does not appear next to normal water. It needs muddy water instead.

If you have been trying random water spots and getting nothing, that is the reason. The correct place is Bleak Beach, near the natural, muddy waterfall area, where Paldean Wooper can spawn with the right habitat setup.

Go to the Muddy Waterfall in Bleak Beach

Start at Bleak Beach and walk to the spot with the natural muddy waterfall. The Paldean Wooper needs mud, not water, so this spot is important. That's the important part. You won't get the spawn you want if you build the home next to regular water. You should build around the muddy stream that runs along the main mountain area.

Build the Right Habitat

To make Paldean Wooper appear, you need to create the Marshy Tall Grass habitat. The setup uses Yellow Tall Grass x4 beside muddy water. In the attachment, the method is shown by placing the needed grass next to a muddy patch and nearby wood so the correct area forms. Once that habitat is made in the right location, Paldean Wooper should spawn after a short wait.

Why It Might Not Be Spawning

If Paldean Wooper isn't showing up, the most likely issue is the water type. It has to be muddy water. Standard water does not work for this spawn. The second problem is usually the habitat pieces. If the grass is not placed correctly beside the muddy area, the habitat will not count. Once both conditions are right, the spawn should happen naturally.
