According to the say reddit post ftb_hodor explained that many have spoken about obtaining these Pokémon through eggs.
“Have talked to hundreds of people who have similar level or Pokedex to me,” ftb_hodor said in the thread. “Even if they are available in eggs, by time I get them I’m sure trading will be out and it will be moot.”
Trading is plan for Pokémon Go but Niantic Labs hasn't provided a date when this will be implemented into Pokémon Go.
