If you own a copy of BioShock: The Collection and attempted to stream you were probably hit with an issue. This because 2K isn't allowing any streams for the collection at the moment.
2K posted an official announcement regarding the issue:
"If you're playing BioShock: The Collection, there's a good chance you'd like to stream your adventures in Rapture and/or Columbia. Unfortunately, streaming BioShock: The Collection isn't an option right now. We will update this article should this situation change."
No official statement was given to why but given that a large portion of BioShock: The Collection's marketing campaign is Let's Play videos this could be the reason. Regardless I was able to use my Elgato without an issue.
BioShock: The Collection is now available for Xbox One, PS4, and PC.
