Recently, new DLC for Marvel's Spider-Man was released. The Sam Ramini suit from the original trilogy was given to everyone for free and the final episode in The City that Never Sleeps DLC campaign Silver Linings released. Despite the game's massive success, in both sales and reviews, Community Manager James Stevenson has to respond to a lot of disgruntled fans who accused the developer of withholding content.

Spider-Man PS4,NoobFeed,Sam Raimi,

Passionate is not an excuse for harassment.

Having paid for a piece of software or a service does not entitle you to be a jerk.

You are not always right.

The suit wasn't the only issue as fans complained how the DLC campaigns should've been part of the main game. However, Stevenson stated that the DLC was in the works following Marvel's Spider-Man being completed.

we sold a complete and excellent single-player experience in a box. That reviewed well and is beloved by millions of players.

CTNS was all developed@specifically as post launch content and was developed separately and almost entirely after the game went gold.

So I was correct.

Back on August 28th, reviews copies of the game were already shipped and Insomniac confirmed that DLC was already in the works. So it makes the argument that The City that Never Sleeps campaign as withheld content mute.

It should be noted that The City that Never Sleeps campaign does take place after the events of the main campaign and features content that bridges this game to the eventual sequel. As for the DLC in question, developing content after a game goes gold isn't new. Developers have done this since DLC has become popular and have taken steps to continue development for free DLC in the form of "Live-Services" like Assassin's Creed Odyssey, Monster Hunter World, and Battlefield V.
