Google Stadia's premium version is set to launch this November 2019. On top of only having the subscription-based version of the system available the system won't have achievements at launch.
The information was confirmed during a Google Stadia AMA, where by Andrey Doronichev, Google Stadia’s Director of Products, stated “Oh yes, achievements…as a lifelong gamer and a pathological overachiever, I love achievements! Of course we’ll have something similar to other platforms.”
Achievements have become a popular feature since debuting on the Xbox 360. Since then PlayStation and Steam have been added and combined with reward systems. While it's not certain that Google will follow in a similar pattern not having this feature at launch it definitely a setback.
