Going gold means that development has completed for the game and production has begun for physical copies of the game. This doesn't mean that other means of development have ended. It's likely that bugs and glitches will be found post-launch and a day 1 patch will be issued. This has become a standard for most games, especially AAA games.
Borderlands 3 launches on September 13 for Xbox One, PS4 and PC, exclusively on the Epic Games Store.
