On the game's official Kickstarter page Night Dive Studios confirmed that development difficulties and financial constraints. The studio CEO, Stephen Kick, explained that the project moved from a "Remaster to a completely new game" explaining the transition from Unity to Unreal have increased cost and time for the project.

Kick elaborated that “as our concept grew and as our team changed, so did the scope of what we were doing and with that the budget for the game,” adding that “the more that we wanted to do, and the further we got from the original concepts that made System Shock so great.”

Kick explained that he "let things get out of control" and the project will be put on ice until they "reassess our path" and return to the project. The project is not cancelled, Kick wanted to assure fans of that.

System Shock was funded through Kickstarter back in June 2016 to the sum of $1.3 million donations from 21,000 backers.
