This treasure is one of the easiest, all you must do is follow the grappling hooks to the treasure. When you get to the large pool of water with 2 cars you'll see the exit in front but cannot reach it. Look for the low platform that leads up, you'll have to make a running start and leap to the final area. This may take a few tries but you can do it.
