Which was the better sandbox assassination game?

Recently Hitman: The Complete First Season released, marking the return of Agent 47 and his debut into the episodic realm of game releases. The complete package includes everything released until now and provides the player with a massive amount of replayable missions thanks to ingenious game design that shifts the gameplay base on the player's approach, style, and timing. However, another game did the same thing, Arkane Studios' Dishonored and its sequel, Dishonored 2, maintained the same sandbox style assassination gameplay that made the franchise such as hit. But who did it better?
The Supernatural
Agent 47 is talented and processes abilities that far surpass the people around him but his talents aren't close when compared to the power given to Emily and Corvo by The Outsider. Agent 47 is adaptable, cunning, and elusive and The First Season allows the player to use these skills efficiently and without issue. Taking targets out and dawning their disguise to set the stage for your assassination is Hitman's primary charm, however it doesn't offer the same control provided in Dishonored 2.
In Dishonored 2 powers provide you complete control of your environment. Scaling, jumping, disappearing, and eliminating come with ease and are only limited to your own imagination. In Hitman your maneuverability is drastically constrained when compared to Corvo and Emily. However, this could be used as a counter-argument as well.
Challenging Isn't it
Even at its hardest difficulty Dishonored 2 isn't much of a challenge. Modifiers that have released allow you to shift the difficulty the make the game more difficult and the option of playing without powers is available, however, it isn't the same. The identity of Dishonored comes from The Outsiders' gifts, playing without them felt more like playing an incomplete version of the game instead of making it harder. Hitman is built and made for this style of gameplay.
The shift from Normal to Professional mode in Hitman made the game significantly more challenging but I never felt that I was playing a reduced version of Hitman. Unlike Dishonored 2 the difference between Normal and Professional mode is the amount of help the player receives in addition to specific handicaps. Agent 47 is still granted his entire set of abilities, the only thing that changes is how the player can interact with the world.
Multiple Ways to Kill
At most Dishonored 2 offers two ways to eliminate someone, a non-lethal and lethal option. In the end, regardless of how creative your kills are, these are the only ways to eliminate your target. In Hitman all your targets will die lethally but how you carry that out is up to you. Bullet to the head, poison, stabbing with a knife while disguised as a 14th-century plague doctor are only a small amount of ways to kill your target. Dishonored 2 may have powers but it's lacking in executed plans compared to Hitman.
