How do you miss a parking spot?

I don't know how, but well someone figured it was okay to park like this today at the handicap parking spot.

Not only is he/she taking the handicap spot which it shouldn't (no handicap sign in the front), it is also blocking for others cars coming into our parking spot. The car was only there for 10-15 minutes and it was late so not that many got annoyed by it. Oh and yeah the owner of the car... Didn't do any shopping in our store.
