To complete projects you must head to the Theater settlement but you can stack completion projects if you wish to save the experience boost for a later period.

Invest in the experience accolades immediately, These bonuses will become invaluable as you climb the experience ladder. 

If you happen to run out of activities the best optional tasks to take part in is helping agents. While you can do story missions these yield little experience in comparison to helping agents based on time spent.
