If you want to make a stealth build in The Elder Scrolls IV: Oblivion Remastered, you must complete the Dark Brotherhood Questline to get the overpowered stealth armor.

Joining the Dark Brotherhood

The Dark Brotherhood in The Elder Scrolls IV: Oblivion Remastered can be joined by killing an innocent NPC, which will get their attention. However, make sure that you are not killing the wrong NPC. You can lock yourself from other quests and activities in the game if you do so. So, your safest option is to murder an NPC with no consequences. 

First of all, if you have already had the Arena early on in the game, you might have unlocked the Adoring Fan as a follower. The Adoring Fan is the perfect guy to eliminate.

Another decent choice is from the mission of the Gray Prince in the Arena. Should you finish his mission, he will let you kill him, and this also qualifies as murder. 

Alternatively, kill Roxan, who can be found at the Bravil Skooma Den. She's the only one of the addicts who will report a crime if she sees one. The others won't even care — one of them will be taking a sip of his drink right next to her corpse. The only issue is the hard lock on the outside of the Skooma Den, so make sure to level your lockpicking and carry lots of lockpicks.

Getting Dark Brotherhood's Attention

After you've murdered an innocent NPC, a message will appear that reads, "Your killing has been seen by forces unidentified." That is your signal. Then sleep on any bed in The Elder Scrolls IV: Oblivion Remastered. Lucien Lachance will awaken you, congratulate you on your work, and invite you into the Dark Brotherhood.

First Assassination 

Before fully joining the Dark Brotherhood and earning their trust, Lucien will ask you to assassinate someone. He'll give you the Blade of Woe, which isn't particularly strong yet but can be heavily upgraded later in the quest line, especially during the Honor Thy Mother quest.

He will instruct you to kill a man named Rufio in the Inn of Ill Omen. After you have killed Rufio, go back to bed, and Lucien Lachance will reappear and officially invite you to the Cheydinhal Brotherhood Sanctuary, providing you with the password to enter.

Getting the Armor from the Sanctuary

Travel to Cheydinhal and locate the house marked on the map, use the password at the door, and you'll be let in. Inside the sanctuary, Ocheeva will approach and hand you the Shrouded Armor and Shrouded Hood.

This armor set has some incredible stats for any stealth player. Better yet, it is very easy to get. After the tutorial, you can get this equipment in 15 minutes or less.
