You can look for these things in the world, open boxes, or buy them at the Melynx Emporium. The shop will start selling a bigger range of these gems as you progress more into the story.

How to Upgrade Your Skills

Upgrading your Decorations works a bit differently than other gear. Instead of carrying multiple copies of the same gem, getting a duplicate will automatically level up the one you already have in Monster Hunter Stories 3: Twisted Reflection.

For instance, if you already own a Dragon Buster Small and you find or buy another one, it doesn't stay as two small gems. Instead, it transforms into a Dragon Buster Medium.

This leveling system is the main way to get better versions of your skills. The more duplicates you find, the more useful the skill becomes.
