It's been almost 4 years since Batman: Arkham Knight released and ended the acclaimed trilogy. Since then, Rocksteady has been closed lips about what they are working on. With rumors of a Superman game but that was proven wrong. Those hoping Rocksteady would show something at E3 2019 shouldn't get their hopes up. Rocksteady has confirmed they won't be at E3 2019.
Hi all! A number of you have asked so we wanted to let you all know up front that @Rocksteadygames won't be showing at E3 this year. We’ll be watching as fans but remaining in London, hard at work on our next big project. Enjoy the show!

The news comes from co-founder Sefton Hill.
While this is a disappointment we are sure Rocksteady will reveal their new project when it's ready. Maybe when it's revealed it'll release soon after.
