Visit Shady Sam

The easiest and most reliable method to get Lockpicks in The Elder Scrolls IV: Oblivion Remastered is to head to the Chestnut Handy Stables outside Imperial City. Follow the wall to the north from the stables, and you'll come across a character named Shady Sam. 

He's available at any time of the day and sells various items. You can purchase up to 30 lockpicks for only three gold pieces each.

Looting Bandits and Caves

Another easy method for getting lockpicks in The Elder Scrolls IV: Oblivion Remastered is looting bandit camps, goblin caves, or any place filled with enemies. You'll often have lockpicks on the bodies of your enemies, particularly bandits, and in objects such as barrels or other lootable ones contained in such places. 

Sometimes, you also find lockpicks when looting houses, but caves and bandit towers are much better places to loot them.

Joining the Thieves Guild

A more active but rewarding method of acquiring lockpicks is to be a member of the Thieves Guild. You will have fences selling you lockpicks frequently. 

The steps to join the Thieves Guild are as follows: 

First, roam around Imperial City and locate a wanted posting on Gray Fox. Open and click it away.

Second, go to the Imperial City Waterfront and locate a beggar. You may need to convince him to be a follower of yours.

Once they are fond of you, talk to them about the Gray Fox or the Thieves Guild.

They'll say there was a midnight rendezvous behind the houses at the Imperial City Waterfront.

Go there and speak with the contact to start the Thieves Guild questline.

Your initial assignment will be to steal a diary or book from someone within the Temple District. If you move too slowly, another thief will steal it first, and you'll have to recover it from their house. Once you return the object to the guild, you'll officially be a part of the guild.

Once you become a member, head to Bruma and go through the East Gate, on the far left, the Inn in the building is where you will find Ongar, your initial fence. He sells lockpicks and will be your supplier as a guild member in The Elder Scrolls IV: Oblivion Remastered.

Getting the Skeleton Key

Another long-term solution is to get the Skeleton Key, a lockpick that never breaks. To get it, travel to the Nocturnal Shrine once you've reached character level 10.

Interact with the shrine to initiate the quest. Next, you'll be instructed to go to Tidewater Cave and grab an item called an eye or something after completing the quest and turning in the item to get the Skeleton Key.
