To begin designing your spells in Oblivion Remastered, you'll require access to a spell crafting altar. The easiest path is to join the Mages Guild by finishing recommendation quests from all of the local guild masters. These grant you access to the Arcane University, which contains a working altar.
The Economy Buster
The best early game spell is Swindle. You need Fortify Attribute and Skill unlocked to learn spells. Touch the Warrior Doomstone to the southeast of Skingrad to get the skill. Next, unlock Charm; you receive a Charm spell as a gift during the Mages Guild quests or can buy it in Bravil.
Add Fortify Attribute: Personality on Self with a value of 100 and duration 1 to 3 seconds. Add a Fortify Skill of Mercantile on Self with the same parameters. Finish with a Charm effect with On Target as the 100 and duration 1 to 3 seconds.
Casting the spell on a merchant provides maximum Mercantile and Personality, boosting the NPC's disposition towards you. Time stands still in the shop menu, and you can cast the spell with very little magicka. Price the barter at an outrageous amount to have the best prices throughout all of Cyrodiil for the rest of your life.
When meeting with an NPC having trust issues, cast this spell to know their information so that they respond positively automatically.
Infinite Repairs
Create a spell called Mending, essential for melee characters. You'll need some Restoration to unlock the Fortify Skill option for crafting.
Select Fortify Skill: Armourer and set it on Self, a 100 value, with a 1-3 second duration. Name the spell as desired, and the spell allows you to set your Armourer skill for some time at level 100, enabling you to repair equipment without splintering hammers, based on your Armourer skill level and spell effectiveness.
This won't create any problems when levelling your Armourer skill.
Maximise your Magicka
The most excellent custom spell is Mana Surge, which can be done for either 25 or 50 Restoration. To obtain it, buy Fortify Attribute from Doomstones, such as the Warrior and Fortify Magicka from the Discount Spell Shop in the Imperial Market District.
Select Fortify Attribute: Intelligence on Self, with a value of 100 for 3 seconds. Next, select Fortify Magicka on Self with 100 for 3 seconds. The spell will increase your magicka pool by up to 300 for a time and will hardly cost any Magicka.
Once you cast the spell, you will have wonderful custom buffs that usually exceed your magicka reserve. Once it disappears, you go into magicka debt, which gives you a boost of magicka needed to finish the combat without taking potions.
Magicka users who use it consistently can combine this with an unbreakable Fortify Willpower spell. Warriors could initially combine Mana Surge with Endurance, Strength, Blade, or Blunt for extended combat bonuses.
Travel Faster
A great use case of the Mana Surge spell is to give a Haste spell along with Fortify Speed and Fortify Athletics, lasting approximately 20 seconds with max value when casting Mana Surge. This significantly increases your character's speed—ideal for travelling around towns, dungeons, and making escapes.
In an open world, a better option is creating a Fortify Speed spell with a 120-second duration, with max value based on your skill and magicka post-Mana Surging. Place the spell on Touch instead of Self. Using it on a horse will greatly increase its speed. This is useful for discovery or a no-fast-travel playthrough.
Infinite Crowd Control
This needs a Paralysis spell. Buy Debilitation from Rienus at the Bravil Mages Guild and have some Illusion skill. Debilitate typically takes a lot of mana to paralyse for three seconds, but a one-second paralysing Touch can still paralyse enemies for a few seconds. Since it's cheap, you can use it a lot and enhance it for area effect to control groups.
If you lack the Illusion skill for Trip, cast the Clumsy spell. You will need some restoration skills to be able to absorb fatigue. One can be obtained at the Mystic Emporium in Imperial City.
Construct an Absorb Fatigue spell that lasts 30 or 60 seconds and is level 5. When cast, it will make enemies trip and fall if they rush or power attack when they are low in fatigue, thus making them vulnerable to melee characters, since you restore fatigue, they lose it, draining them even more.
Fastest Magic Training
In The Elder Scrolls IV: Oblivion Remastered, magical skill experience will increase with the quantity of magicka used in the spell, not the number of casts. Experience can be gained by maximising any magic school to its highest magnitude and duration according to your skill level, placing more magicka per cast.
Modify the values to Self for Destruction magic rather than Touch or Target. This makes it a self-harm spell that targets you as a target, so Destruction can level up without hitting an enemy.
