Azura's Star is a reusable and permanent soul gem that you can utilise to create new enchantments or recharge your magical weapons without looking for or purchasing a new soul gem every time.

Getting Glow Dust

Begin by going to the Imperial City Market District. When you arrive, navigate through the district and turn right. Find the second store on the right, named The Gilded Carafe. Go inside the building and talk to the woman at the counter. 

Select the "bartering" option and ask if she has any glow dust. If she does, buy it from her. If she fails to carry glow dust in inventory, exit the store, return after 24 hours, and re-enter to see if she holds it. Continue this behaviour until she has glow dust in stock for sale.

Azura's Shrine

With the glow dust, head over to the Azura Shrine in the top right part of your map. When you arrive at the shrine, stand by until 5:00 a.m. or 5:00 p.m. The shrine is only activated during these times. Activate the shrine and use the glow dust you bought when it's time. You won't be able to move during this interaction, so simply listen to the statue. Once the conversation ends, you'll receive a quest titled "Azura."

Guttend Mine

Once you get the quest, your second destination would be the Gutted Mine. It's directly in front of the Azura Shrine. Search for a wooden door below a rock structure—the mine's entrance. Before entering, it's highly recommended that you save your game. 

Every time you do something with vampires, there is a chance you will contract an illness that will turn you into one. Although it is possible to cure the disease, it is wiser to play safe by saving beforehand.

Enter the mine and kill the vampires. Then, go to the cave's rear to find a rock wall. Grab the rope on the left to trigger the wall and clear the path. The rest of the vampires are found within this area. Eliminate them all to complete this part of the quest.

Return to Azura's Shrine

After killing all the vampires, go back to the Azura Shrine. Turn it on once more and hear the statue out. After the conversation, the quest will be done, and Azura's Star will be in your inventory.

You can see the Azura's Star in your inventory's "Miscellaneous" category. You use it like a normal soul gem. The only difference is that Azura's Star is reusable. Rather than purchasing or searching for a new soul gem every time you want to recharge your magical weapons or cast an enchantment, you can use Azura's Star to trap souls and do your magical enhancements repeatedly.
