Early next year, Sid Meier's Civilization VI will be getting a large serving of content in the form of its first major expansion, Rise And Fall. In an announcement on Steam, Lead Designer Anton Strenger stated that the primary goal of the expansion is that of dynamic empires, while a secondary goal is the introduction of new storytelling elements. The first major addition comes in the shape of Golden and Dark Ages, which are "significant, but temporary, changes to a civilization that last for an Era." A Golden Age brings bonuses to Loyalty and other things, but makes obtaining future Golden Ages more difficult. A Dark Age "hurts Loyalty in your cities and makes you vulnerable, but gives you an opportunity to earn a future Golden Age more easily. It also allows the use of special Dark Age policies and opens the door for an even more powerful Heroic Age."
The new Loyalty system will make it so that cities with low Loyalty ratings can rebel, becoming free cities. Subsequently, loyal cities can spread their Loyalty to nearby cities belonging to other players, with the possibility of turning them to your side.

Sid Meier's Civilization VI: Rise And Fall will also add Governors. During a game up to seven Governors can be earned. They come with their own skill trees and are useful at specializing cities. They can be moved in between cities and can fulfill different roles: where a certain Governor will be more useful in an already established cities, another might be of more use in newer cities or during a siege. Alliances will also be expanded upon in hopes of " encouraging players to band together for mutual benefit rather than merely non-interference.". In Rise And Fall, alliances will have a specific type attached to them (Religious, Military, Economic, Cultural, Research). Only one Alliance of each type can be active at a time. The longer they last, the bigger the benefits become, shifting the focus on long term thinking.
