The Division Won't Feature Trading or Any Other Borough but Manhattan
Ubisoft focusing on quality and not quantity for The Division
News by Adam Siddiqui on Jan 19, 2016
Looks like The Division is going to have some missing content at launch. First that The Division will only take place in Manhattan and item trading will be omitted from the game when it releases.

Ubisoft confirmed The Division won’t include trading due to a prioritization issue. However creative director, Julian Gerighty, did confirm that trading can become a possible addition in the future.
As for Brooklyn creative director, Magnus Jansen, explained that the size, and density, of the game is huge. Easily giving players enough content to keep gamers busy. It seems that Ubisoft focused more on ensuring Manhattan is properly packed with content rather than actual size, focusing on quality and not quantity.
The Division is set to release on Xbox One, PS4 and PC March 8th. The long awaited beta is set to start next week. Check here for the dates for each platform.
