If you want to power up Rock Smash in Pokémon Pokopia, this upgrade is tied to story progress. You cannot get it right away unless you follow the required path in the main quest. The key part of this process is the Rocky Ridges story section, where you eventually unlock what you need to complete the upgrade.

What You Need to Upgrade Rock Smash
To make the Rock Smash power-up, you need a Frying Pan. This item is story-related, so you will get it naturally as you continue the quest. Once you have the Frying Pan, you need to fry four Beans in it. Doing this creates a Simple Hamburger Steak, which powers up Rock Smash.

How to Get the Rock Smash Upgrade Effect
After you make Simple Hamburger Steak, eat it. Once you do, the effect appears, and your Rock Smash becomes stronger. This lets you destroy tougher materials you normally aren't meant to break yet. It gives you a useful boost and opens access to more resources sooner than usual.
