If you want to power up Rock Smash in Pokémon Pokopia, this upgrade is tied to story progress. You cannot get it right away unless you follow the required path in the main quest. What You Need to Upgrade Rock Smash

To make the Rock Smash power-up, you need a Frying Pan. This item is story-related, so you will get it naturally as you continue the quest. Once you have the Frying Pan, you need to fry four Beans in it. Doing this creates a Simple Hamburger Steak, which powers up Rock Smash.
