The Firmware Updater is the best place to make things more consistent. It makes Hugh's weapons and ability to survive better, and it also makes Diana's hacking stronger so that armor stays open longer after a successful route. That makes it one of the safest places to put your money early on.

Print out the tools you want to take with you

The Unit Printer makes weapons and hacking nodes that you find into permanent options. This is important because a room that is hard to get through is often easier to get through once the loadout is changed to fit it. The game doesn't make you use the same setup all the time.
