The PlayStation VR Developer Requirements Revealed
All games must run at 60 FPS to qualify for PlayStation VR support

Those worried about the framerate of the upcoming PlayStation VR, fret not as support engineer Chris Norden has reassured fans that maintaining 60 frames per second isn’t optional, it's mandatory.

“Frame rate is really important; you cannot drop below 60 frames per second ever. If you submit a game to us and it drops to 55, 51…we’re probably going to react it. I know I’m going to get flak for this, but there’s not excuse for not hitting frame rate”. Norden explained at the PlayStation VR talk at GDC.
Noreen also went on to explain that the PSVR’s black box, since it has become a massive target for the media. Stating that it’s purpose is to deal with object-based 3D audio processing and the PSVR’s social screens, as well as the PS4 interface in PSVR’s cinematic mode.
In regarding service Norden explained that they “not going to beta test your title or anything, but we’re going to provide you kind of a report of ‘oh, this is possible nausea trigger". Basically it's up to the developers to not only ensure that their game runs at the proper framerate but test their games as well.
It would seem that Sony is now taking a firm stand on framerate with the PSVR. After all the PSVR's success hinges on the quality of the supported games. Establishing requirements is the best way not only to ensure quality but to explain to gamers that certain standards will be met.
