This is an object that Charlie needs in order to keep his mind focused on the past when he does enjoy her company. Guitar Soldiers are located inside of the real boss arena in Dex's story mission.

When boss fight begins, when you load into the map, head straight towards the upper right corner. Collectibles at high difficulty levels in boss fights are often stressful because the situation is very similar to trying to survive while you are on the hunt for collectibles and you need to be quick to make your grab.
