In the East End - Amusement Mile area you'll find the SubWayne Station, a puzzle you'll have to figure out. Here's how to get the parts you need and open the doors.

Powering the Station

Start at the front of the SubWayne Station and walk to the left. You will see a dumpster. Smash it to find a vent. Crawl through the vent to reach the other side in LEGO Batman: Legacy of the Dark Knight.

Once you are out, grab the battery. This opens the shutters. Take that battery and grapple to the roof on the left side of the SubWayne Station. Put the battery into the power station there.

Opening the Door

Go back to where you found the battery. Look for a box and break it. This gives you a lever. Take the lever to the front of the SubWayne Station. Put it in the slot and pull it. This opens the doors so you can use the station.
