Borderlands 4 Guide | How to get Lead Balloon
Here's how you can get your hands on the legendary Lead Balloon.

The legendary Lead Balloon, made by Torgue, is a weapon that you'll be able to get your hands on pretty early in Borderlands 4 without much difficulty.
The Lead Balloon is dropped from Splashzone, one of the first bosses that you'll encounter in the campaign, found during the Recruitment Drive mission in Fadefields. You'll be able to find the region in the southern part of the map.

I would recommend unlocking The Stockroom Silo, so that you'll be able to fast travel from there and take the nearby zip line, which will take you directly to the boss area.

Farming the boss should be pretty easy since it's a straightforward fight, but it can be a bit tedious when you consider the drop rate is somewhere around 5% so you might be there farming for a while, hence the importance of The Stockroom Silo.
The Splashzone tends to drop valuable loot almost every run, from blues, purples, to legendries, even. Purples in Borderlands 4 tend to be fairly strong, and they can also roll with licensed parts for enhanced stats, making them immensely valuable.
The Lead Balloon tends to drop, and its non-elemental form comes with a 3X multiplier that uses two ammo per shot.

When in combat, its projectiles tend to go upwards before raining down, making it pretty handy when it comes to handling a large group of enemies.
From my experience, I found that hitting enemies directly tends to be less consistent, but when you aim at the right angles, the explosions tend to have a really good damage output.
It's a really good legendary weapon to have early on in your arsenal because of its high damage potential.
