Here's a guide on how to set up the best Netrunner Build in Cyberpunk 2077 Phantom Liberty DLC.

This build of Netrunner focuses on controlling the battlefield and eliminating enemies from stealth using quickhacks and smart weapons.

Core Attribute Distribution

You need to prioritize two attributes. Put most of your points into Intelligence to increase your quickhack damage and RAM capacity. Invest heavily in Reflexes to improve your effectiveness with smart weapons. A secondary investment in Cool is needed for late-game stealth perks.

Essential Perks Selection

In the Intelligence perk tree, focus on core quickhack skills. Queue Acceleration increases your max RAM and allows you to queue multiple hacks on a single target. Overclock is your most important skill, letting you use health instead of RAM for quickhacks. Embedded Exploit increases your quickhack damage against enemies already affected by your hacks.

Within the Reflexes tree, invest in smart weapon perks. Ready, Rested, Reloaded reduces the stamina cost of shooting and increases your reload speed. Sharpshooter improves your aim and handling with assault rifles and SMGs.

From the Cool tree, get Killer Instinct for a damage bonus when using silenced weapons outside of combat. Gag Order delays enemies from triggering combat when you attack them from stealth.

Setting up Cyberware

Your cyberdeck is your most important choice. Use the Raven Microcyber for its ability to make quickhacks spread instantly to multiple enemies, which is perfect for dealing with crowds. The Tetratronic Rippler is better for single-target damage against bosses.

Install the Cybersomatic Optimizer to guarantee critical hits with your quickhacks. Use a Smart Link to enable smart targeting for your weapons. Visual Cortex Support increases your critical chance with weapons based on distance to targets.

For survival, equip Blood Pump for emergency healing and Second Heart to automatically revive you if you are defeated. Use Optical Camo when you need to escape detection or reposition.

Weapon Choice

Use Divided We Stand, a smart attack weapon that can hit more than one person at the same time. You can find it during the "Stadium Love" quest in Rancho Coronado.

For your secondary weapon, get the Shingen Mark V smart SMG from Arasaka Industrial Park in Oyobu. Its high burn chance pairs perfectly with contagion quickhacks.

For stealth missions, acquire Pizdets, a unique silenced SMG with a high headshot multiplier. You loot it from Boris during the "Spy in the Jungle" quest in Dogtown.
