You need to clear the entrance to unlock the Old Gotham North SubWayne Station. A group of people is standing near a Boombox right in front of the door. You have to move them away before you can use the station.

Moving the Crowd

First, take control of Batman. Use his Batclaw to grab the yellow plug sitting above the shutters. Pull it out in LEGO Batman: Legacy of the Dark Knight.

Next, grapple up to the top of the building right over the door. Look for a water valve and turn it. The pipe will pour water out of it . It will frighten the people and clear the way.

Finishing the Task

Now that the crowd is gone, the pipe is still leaking. Switch to Jim Gordon. Use his Foam Sprayer to seal the pipe and stop the water. Once the area is dry, walk over to the button next to the SubWayne Station and press it. The door will open.
