If you're playing Oblivion Remastered for the first time, the spell acquisition system might seem quite strange. It's important to understand that while you level up your magic simply by using it, this doesn't inherently unlock new spells.
You actually have to go and seek them out yourself. Using magic will increase your skill level in the respective school, but to learn new spells, you need to purchase them.
Where to Find Spells
The best places to find new spells are Mages Guilds scattered throughout Cyrodiil. When you enter a Mages Guild, you'll see a "purchase spells" option when speaking with certain guild members. This is where you can find all the different spells available to you.
There are different types of magic in each spell, such as destruction, change, illusion, mysticism, conjuration, and healing. Most Mages Guilds focus on certain schools of magic, but you can also find general spells in many places.
Spell Locations
For alteration spells, head to the Mages Guild in Cheydinhal.
If you're looking for conjuration spells (primarily summoning spells that bring forth allies to attack enemies for you, as well as weapons and armor you can summon), visit the Mages Guild in Chorrol.
Illusion spells can be found at the Mages Guild in Bravil.
For mysticism, go to the Mages Guild in Leyawiin, which is located all the way down in the south of the map.
Restoration spells are available at the Mages Guild in Anvil, to the west of the map.
Destruction spells can be purchased at the Mages Guild in Skingrad.
There are also a few shops in the Imperial City's Market District that sell different kinds of magic spells.
Learning New Spells
The best way to progress is to find spells that match your current level and use them as much as possible. This will increase your experience points and allow you to gain access to more powerful spells.
When you visit these locations to buy magical spells, you might sometimes find that you either don't have enough mana or your skill level isn't high enough.
In these cases, what you'll see in the top left, below the spell name, is a message saying your level isn't high enough or your total mana pool isn't sufficient. Before you can buy and use these powers, you may need to gain a little more level or mana.
By going to these different guilds and slowly getting better at magic, you'll come up with a vast collection of skills that you can use on your adventures in Cyrodiil.
