To get someone to join your ranks, you have to hit specific recruitment requirements. Talk to a character in town to open their info screen and check what they want. At bare minimum, every recruitable unit demands a certain Renown Level and a specific Bond Level.
Some characters also ask you to pass a dialogue negotiation, hand over items, or finish a specific story mission.
If you talk to an NPC and see no recruitment requirements listed at all, you cannot recruit them. Keep in mind that certain characters only join specific Flame Lords, while a few fighters cannot be recruited by anyone in Fire Emblem: Fortune's Weave.
Raising Your Renown Level
Renown Level tracks your overall army reputation across Dagdan. You raise it naturally by playing through main story chapters, finishing sub-quests, and completing unique tasks tied to your lord. These include activities like leader performances or Theodora’s Supply Requests.
Because this stat climbs as you complete quests, you cannot easily rush it. While you wait for your renown to hit the target rank, spend your downtime working on your personal bonds.

Building Your Bond Level
Your Bond Level tracks how close your chosen Flame Lord is to a specific character. Every unit starts at Bond Level 1. A few early units join you at this base level, but most ask for Bond Level 2 or Bond Level 3. Bonds are built through two main activities in Fire Emblem: Fortune's Weave.
Check a character's profile to see what items they like. Giving a gift they enjoy raises their affinity. You must give a character at least one gift to open up their recruit option, even if you already meet their renown requirement.
Once you give an initial gift, you can invite that character to eat with you at the local inn. Pick dishes that feature positive symbols and matching colors above their portrait. Eating together raises bonds between your Flame Lord and any guests at the table.
Reaching Bond Level 2 takes very little time. Reaching Bond Level 3 takes real work, extra cash for food, and several gifts. If you see an elite fighter who requires Bond Level 3, start buttering them up right away. Do not wait until your Renown Level catches up.
Passing Negotiations and Story Locks
Meeting the stat checks is not always the end of it. Some recruits test you with a negotiation. This can mean picking the correct answers in a branching conversation, handing over rare materials, or finishing a personal side quest.
If you pick the wrong dialogue option, do not panic. The game lets you try again without locking you out of the character in Fire Emblem: Fortune's Weave.
If a requirement says Clear ???, it simply means you have not reached a required main story mission yet. Keep clearing main chapters, and that requirement will eventually reveal itself.

Top Early and Mid-Game Recruits

Benditz (Charioteer)
You can find Benditz hanging out in town after you beat him in his qualifier match. He is the only unit available who starts in the Charioteer class in Fire Emblem: Fortune's Weave.
This mounted role combines heavy armor, horse mobility, and bow attacks to break enemy formations from range. His personal skill increases his attack accuracy whenever he fights as a Charioteer.
Nezha (Myrmidon)
Recruited from Anatolia’s Party, Nezha is a fast swordsman with high natural speed. He bounces between the Gladiator and Myrmidon classes, letting him attack twice on player phase and during counterattacks. His defensive stats are low, but his strength is surprisingly high. Most enemies drop before they can hit him back.
Io (Light Cavalry)

Practical Recruitment Tips
Pick up thieves like Diego, Ursula, Nuzzuo, or Kiroc. Having a rogue lets you open locked treasure chests during battle and boosts your odds of finding high-rarity loot on the world map.
Open your map and pan to the right to view the city directory. This menu lists everyone currently in Dagdan, flags who is recruitable, displays their stat requirements in the lower-left corner, and lets you fast-travel straight to them.
Mid-game battles frequently split your army across multiple paths. Recruit extra healers, tanky armor units, and frontline attackers so you are never forced to push a flank without support.

Q. What does "Clear ???" mean on a character's info screen?
A. It means that recruit is locked behind an uncompleted story milestone. Progress through your main story missions, and the real requirement will appear once you reach that point in the campaign.
Q. Can you fail character negotiations permanently?
A. No. If you make the wrong dialog choices or do not complete a negotiation condition, you can always try talking to them later on, and you will not lose the opportunity to recruit them.
Q. Why is the recruit option greyed out if I meet the Renown requirement?
A. You must give the character at least one liked gift first. Handing over a gift officially opens their recruitment dialogue.
