You have to find a ordinary Astalos in Azuria region to start the process.. In order to reach the appropriate position, you need to go to Mirror Lake and locate a wind funnel.

This will allow you to fly to the place that is indicated on your map. You should aim to get your Astalos to S-Rank once you get it. This must occur in a place where there are three Thunder monsters. Two more are all you need, as your Astalos is one of them.
