Eevee is a Pokémon known for its ability to evolve into eight different forms. Finding one can take time, but you can encounter it fairly early once certain parts of Lumiose City become accessible.

When Eevee Becomes Available
You will first have the chance to encounter Eevee once the map of Lumiose City opens for exploration. This occurs after, or during, Main Mission 05 – The City in the Shadow of Prism Tower. Once you reach this point in the story, you can begin searching for Eevee in its earliest known location.
Eevee’s Location in Lumiose City
The earliest known spawn point for Eevee is in the Bleu Sector of Lumiose City, located in the southwest section of the map. More specifically, you can find it on a rooftop in Bleu Sector 7, positioned to the right of the Bleu Pokémon Center in Pokémon Legends: Z-A.
To reach the rooftop, start by climbing the scaffolding structure found on the north side of the building. There are two ladders to ascend before reaching what appears to be the top. At this point, you will notice a narrow walkway leading to the right. Do not cross it. Instead, turn left to spot another ladder situated on a separate platform across a gap.
You must press Y to perform a dodge roll across the gap, then climb the first ladder, followed by the second one, to reach the rooftop area. This is where Eevee may appear in Pokémon Legends: Z-A.

Encountering Eevee
If you are fortunate, Eevee will be present on the rooftop when you arrive. It typically appears around Level 17, but its presence is not guaranteed. If you do not see one, return periodically to check again, as it can take multiple visits before one spawns in Pokémon Legends: Z-A.
Although Eevee does not usually flee immediately upon being approached, you may still want to use techniques suited for catching cautious Pokémon to ensure success.
Continuing to revisit the area will eventually lead to an encounter, giving you the chance to capture Eevee and add it to your team in Pokémon Legends: Z-A.
