A region-by-region sweep through Shibuya's fog-cleared districts to collect every note without backtracking

KK's Investigation Notes are paper documents (usually on desks, shelves, counters, or tucked into small indoor corners) that blend into the environment more than most collectibles. 

The most reliable technique is to first clear the fog by cleaning the shrines, and then to carry out a district-by-district sweep, checking every accessible inside you naturally unlock (stores with open shutters, little offices, parking structures, and rooftop utility rooms). This is the most effective method.

When you enter a room that is cramped or a cluttered corner, you should activate Spectral Vision because the paper glow makes it simpler to distinguish "desk clutter" from the note pickup prompt.

Shiroyama and Nearby Backstreets (Notes 1–4)

Note 1/20 is found at KK's earliest safehouse-style interior you visit near the opening stretch of Shibuya, placed where you'd expect KK to leave information—on a desk or low table in the main room. This one is essentially a "you can’t miss it" pickup if you search the safehouse before moving on.

Not far from the shrine area, you will find Note 2/20. It is located in the Shiroyama district, on a small interior counter in an accessible storefront along a side street. Be sure to look at the registration area and the thin side table next to it if you come across an open shop with shelves and a rear counter.

Note 3/20 appears under or near a major overpass path in Shiroyama, inside a small utility nook that's easy to run past. If you're moving beneath the highway and spot a recessed doorway or fenced-off corner you can slip into, search the flat surfaces inside for a single paper stack.

Note 4/20 is on a rooftop-access interior space in the same general region, typically inside a small room with vents/AC units nearby. Whenever you find a ladder to a roof, and there's a little door into a utility room, go in and check the shelves and worktable.

Namita and Central Rooftop Lanes (Notes 5–7)

Note 5/20 is located in the Namita neighborhood. It features a modest interior that may be accessed either by stairs or by hopping up to the rooftop. 

It is frequently connected to a small office-like room. You should look for a desk with a lamp or stationery that is distributed. This note is usually placed on the desk surface rather than hidden on the floor.

Note 6/20 is along the denser "shopping street" side of the region, in an open-front shop interior. It is recommended that you inspect any store that allows you to step behind the counter if you are walking through a tight commercial area with a lot of signage. The note is typically located in the area where the personnel would keep paperwork.

Note 7/20 is on a higher rooftop route that most players only visit when chasing other collectibles. This message is often located on a crate or foldout table near the doorway inside of one of those rooftop structures. When you use a Tengu grappling chain to reach taller buildings, you should inspect the maintenance rooms and rooftop huts.

Akisawa and the Hospital Blocks (Notes 8–10)

An easily accessible interior is located adjacent to the complex of Note 8/20, which is located on the ground floor and is in close proximity to Shibuya Central Hospital. 

Pay special attention to locations that appear to be reception desks or staff quarters as you investigate the little rooms that are located on the periphery of the medical complex.

Note 9/20 is either on or very near the hospital rooftop route, commonly in a rooftop utility room or tucked against equipment where a worker might leave documentation. When you reach the hospital roof, make a full loop, check any doors you can open, then scan the interior work surfaces.

Note 10/20 is in the Akisawa backstreets, in a small building with an interior that feels like a storage room. When you find a room cluttered with piled boxes and shelving, the note is typically on a waist-high shelf or on a workbench strung along the wall, rather than in the heart of the mess.

Kuo and Park-Side Streets (Notes 11–12)

Note 11/20 is near the park area (the same general zone with playground equipment), in an adjacent shop or small office interior. The easiest way to narrow it down is to treat the park as your anchor point, then search every enterable building on the streets immediately bordering it.

Note 12/20 is in Kuo's taller-building section, accessed via a rooftop or upper-floor route. If you see a staircase leading to a small upstairs room above a storefront, search the upstairs desk/counter area carefully; the note is usually left there, as someone left it mid-work.

Kamio and Shrine-Adjacent Interiors (Notes 13–14)

Note 13/20 is close to Kamio Shrine in a shrine-adjacent building or small interior space that looks semi-official (like a caretaker's room). Check the obvious flat surfaces first: desks, low tables, and shelves near the entrance.

It is common for Note 14/20 to be located in the Kamio commercial lane area, typically in a shop with a back room. Walk into any open store, if you are able, move behind the counter, and check the worktable in the back room or the first shelf on your right as you enter.

Onten, Tatsui, and Underpass Corners (Notes 15–16)

Note 15/20 is in an alley pocket to the north of Onten Shrine. It features amenities such as benches, payphones, and tiny seating areas. In most cases, the notes in these pockets are placed on benches, low ledges, or miniature tables that appear to be part of a rest stop.

Note 16/20 may be found in the Tatsui area tucked away in a remote nook that is more of a "maintenance corridor" than a "storefront." It is situated beneath the elevated roadways. It is recommended that you explore the crate tops and the adjoining narrow shelves if you are able to enter a small underpass or a covered nook.

Chishima and Forest-Edge Buildings (Notes 17–18)

A modest interior with a sense of a checkpoint room or utilities office can be found in Note 17/20, located close to Chishima Shrine on the side of the map that is more peaceful and along the forest edge. In these areas, there is typically only one desk or table; you should examine that first, then the shelf behind it.

In addition, Note 18/20 is located in the Chishima region; however, it is situated significantly deeper along the boundary routes. It is often located in an upper-level interior, accessible by steps or ladders. If you come across a building with a second-floor balcony or a room adjacent to the roof, look for the table closest to the entrance.

Hatsuike, Toyoi, Hitani, and Late-Game Cleanup (Notes 19–20)

Note 19/20 is situated in close proximity to the Hatsuike Shrine and can be discovered along the stairways and pathways leading into the park. More often than not, it is located inside of a modest structure, and its interior gives the impression of being a straightforward storage room. 

When traveling between shrine trails and the outskirts of the city, you should make it a point to carefully examine every shed-like room that you can enter.

Within a compact interior, Note 20/20 is often located in one of the later-cleared zones (frequently on the Toyoi/Hitani side streets), close to vending machines, benches, or pockets that resemble parking lots. 

After the fog has completely dissipated, the final note can be identified with the least effort by conducting a thorough "enter every open door" sweep of the area, including a thorough examination of the shelves, counters, and desks in each room before departing.

Practical Route Tip to Avoid Missing One

You should not randomly re-walk the entire map if you find yourself at 19/20 position. Choose one shrine region at a time and complete a tight, meticulous loop: start at the shrine, clean every surrounding open storefront, then walk outside to roofs and underpasses, inspecting every small inner space you can enter.
