The 25 "Missing Tanuki" are part of the Tanuki Hunt side mission you get from Boss Tanuki after cleansing Shiroyama Shrine early in the story. Tanuki always appear disguised as ordinary objects, but you can spot them by the little tail sticking out, and using Spectral Vision helps a lot.
You can also check each shrine region on the map to see how many Tanuki are still missing there. Some shrines let you pay Meika at an offering box to reveal a Tanuki location (but not every area has one).

Shiroyama Shrine Area (Tanuki 1–3)
Tanuki 1/25 is very close to Boss Tanuki at Shiroyama Shrine. From the boss, head down the nearby steps and look across by the small stone structure—this Tanuki is disguised as a metal pot (chagama).
Tanuki 2/25 is in the southwest part of the Shiroyama region, up on the rooftops. Look for an octagonal, dark-red brick building with signage and climb/grapple up; the Tanuki is disguised as a mini Torii gate positioned near prominent rooftop signage.
Tanuki 3/25 sits under the highway overpass in the southern stretch of the Shiroyama region, roughly southeast of the shrine. It's disguised as a vending machine, so scan the rows of machines under the overpass and watch for the tail.
Namita Shrine Area (Tanuki 4)
Tanuki 4/25 is concealing itself as a porcelain statue of Tanuki and is located on a rooftop to the west of Namita Shrine. You can reach the roofline by using the nearby elevation or by using a Tengu grapple. Once you get there, you should look around the signage on the rooftop until you see the statue with a tail.
Akisawa Shrine Area (Tanuki 5–6)
Tanuki 5/25 is northwest of Akisawa Shrine, tucked into a nearby alley. It's disguised as a small Torii gate, so head into the tight side streets and look for a mini shrine-like gate that "shouldn’t" be there.
Tanuki 6/25 is on the rooftop of Shibuya Central Hospital (in the Akisawa region). This one is disguised with/under a traffic cone, so once you reach the hospital roof, check the edges and awnings for a cone that's hiding a tail.
Yashin Shrine Area (Tanuki 7)
Tanuki 7/25 is near the Construction Labyrinth landmark area (by Shibuya Station). You should search around the construction vehicles and barricades since it is disguised as a traffic sign or a cut-out style sign. If you come across a sign that appears to be slightly out of place, you should scan it for the telltale tail before moving on.
Kuo Shrine Area (Tanuki 8–9)
Tanuki 8/25 can be found at Shibuara Park in the Kuo region, disguised as a panda playground ride. Walk through the park's small play area and focus on the animal rides—one will have a tail tucked awkwardly behind it.
Tanuki 9/25 is high up on a tall building near the highway/overpass intersections in the Kuo region. It's disguised as a digital/electronic sign, so get to the rooftop (stairs, ladders, or grapple routes) and check the corner rooftop signage for one with a tail flicking out.
Kamio Shrine Area (Tanuki 10)
Tanuki 10/25 is in the Kamio region, away from the shrine itself, in a small shrine-like spot off a main road. It's disguised as a Daruma, so search the small pagoda/shrine area near nearby shops and stalls and look for a Daruma ornament that clearly has a tail.
Shimokusa Shrine Area (Tanuki 11)
Tanuki 11/25 is in a cemetery in the Shimokusa region, disguised as a gravestone. Move through the clustered grave markers and use Spectral Vision to pick out the one stone that has a tail peeking out from behind it.
Onten Shrine Area (Tanuki 12)
Tanuki 12/25 is north of Onten Shrine, disguised as a cardboard box sitting on or near a bench close to a payphone. It's easy to miss because it looks like normal street clutter, so scan benches and corners where boxes pile up.
Tatsui Shrine Area (Tanuki 13)
Taking the form of a Daruma, Tanuki 13/25 is now hiding beneath the overpass in the Tatsui region. It is important to look around the area that resembles a parking lot beneath the elevated roadways. This particular area mixes in with the red objects and signage, so you should rely on the tail to confirm it.
Saihama Building Rooftop Torii Gate Area (Tanuki 14)
Tanuki 14/25 is in the Saihama rooftop Torii Gate area, tucked along rooftops and tight gaps between buildings. It's disguised as a porcelain Tanuki statue. One reliable way to spot it is to check just north of the shrine/torii gate roofline, where the statue appears to be peeking out from behind a building (often near other collectibles like a Jizo statue).
Chishima Shrine Area (Tanuki 15)
Tanuki 15/25 is in the far northeastern part of the Chishima region (Kirigaoka Restricted Area), disguised as a telephone booth. A good tell here is that it's set near fencing and an actual payphone area—look for the "extra" booth that has a tail.
Hatsuike Shrine Area (Tanuki 16)
Near the Hatsuike Shrine, Tanuki 16/25 has the form of an office chair and is located close to the steps and the park entrance. You should check the neighboring landings and stair paths; the chair appears to be normal until you notice the tail underneath it.
Namihara Shrine Area (Tanuki 17)
Tanuki 17/25 is essentially on the rooftop just south of Namihara Shrine, disguised as a shop/electronic sign. Climb up from the shrine area to the adjacent roof and inspect the rooftop signage until you find the one that's sporting a tail.
Toyoi Shrine Area (Tanuki 18)
Tanuki 18/25 is on the western edge of the Toyoi region, disguised as a vending machine in or near a small parking lot. Sweep the lot's edges and corners, because the "wrong" vending machine will be the one with a tail sticking out.
Hitani Shrine Area (Tanuki 19–20)
Tanuki 19/25 is in the extreme southwest of the Hitani region, disguised as a Daruma perched on or near electrical equipment by the highway structures. Look for a small substation-like nook with boxes and rails; the Daruma that looks a bit too perfectly placed is usually the Tanuki.
Tanuki 20/25 is also in the Hitani region, hidden around a small rest spot with a bench and vending machines off the side streets. It's disguised as a cup of instant noodles, so once you find the bench-and-vending-machine nook, scan for a noodles cup that absolutely should not have a tail.
Utagawa Shopping District Torii Gate Area (Tanuki 21–23)
In the southern portion of the Utagawa Shopping District region, generally along a short lane lined with businesses, Tanuki 21/25, which is disguised as a vending machine, can be found. All of the vending machines in that lane should be viewed with suspicion until you find the one that is the tail.
A billboard, which is typically a large and apparent advertisement sign that feels a little too "perfect" in comparison to the chaos that is all around it, is where Tanuki 22/25 is located. It is disguised as a billboard. In order to catch the tail in motion, you should climb atop the roofline and circle the borders of the billboard.
Tanuki 23/25 is the sneakiest in this region: it's disguised as a small door under/near the large bridge by the river walkway. Drop down to the lower riverside path, follow it to where it dead-ends near the tunnel, and check the wall for the tiny door with a tail.
Morite Shrine Area (Tanuki 24)
Tanuki 24/25 is near Shibuya Station / Scramble Crossing, high up on a small rooftop structure in a plaza area. It's described as an antenna/satellite dish, so climb onto the low structure rooftops and look for the dish-like object that's inexplicably sporting a tail.
Mikubo Shrine Area (Tanuki 25)
Tanuki 25/25 is south of Mikubo Shrine, up on a rooftop, disguised as a porcelain Tanuki statue. Face away from the shrine, use nearby vertical routes (especially grapple points), and then scan rooftop vents/ledges for the statue that's clearly alive thanks to its tail.
Finishing the Collection and Claiming the Reward
A follow-up side assignment known as The Boss Tanuki will become available in the Kirigaoka Shrine area once you have been successful in locating all 25. Make your way back to Boss Tanuki in order to complete the task and obtain the Tanuki costume reward.
