You need to clear the entrance to unlock the Old Gotham West SubWayne Station. Three people are spray painting the door. You have to get them to leave so you can open the station.

Scaring the Crowd

First, switch to Catwoman. Use her Whip on the yellow trigger found on the wall to the left of the shutters. This will show two targets above the people in LEGO Batman: Legacy of the Dark Knight.

Quickly switch to Batman and hit both targets with your Batarangs. This will drop water on the people. They will run away once they get wet.

Activating the Station

Now that the path is clear, go to the right side of the SubWayne door. You will see a red button there. Press the button to start the station.
