If you want to shiny hunt Ho-Oh in Pokémon FireRed and Pokémon LeafGreen, you need two different items first. These are the Rainbow Pass and the Mystic MysticTicket. To get the MysticTicket, you need to beat the Elite Four and get registered in the Hall of Fame. After that, the item is placed in your Bag. To use it in these games, you also need the Rainbow Pass.

To get the Rainbow Pass, you need to collect the Ruby on One Island. Without it, you will not be able to travel to Navel Rock. Once both items are ready, prepare before you leave. Bring plenty of Ultra Balls and healing items. A Master Ball can also work if you want the easiest catch. It also helps to bring a Pokémon that can cause Sleep or Paralysis. A Pokémon with False Swipe is useful too.

How to Reach Navel Rock

After you are ready, go to Vermilion City and head to the Seagallop Ferry. From there, travel to Navel Rock. Once you arrive, follow the path forward and go down the ladder. Keep moving along the same route. The path is simple and easy to follow.

You do not need a Max Repel here because there are no wild encounters in this location. Keep following the route upward. Do not worry about going left or right too early, because those paths only lead to dead ends. Continue climbing until you reach the summit.

Where Ho-Oh Appears

When you reach the summit of Navel Rock, save the game before moving forward. This part is very important. Ho-Oh is not a Pokémon you walk up to and interact with. Instead, it flies down to you when you step into the right spot. Save a few spaces away before taking that step so you can reset from that point each time.

How to Shiny Hunt Ho-Oh

After saving, step forward, and Ho-Oh will come down and start the encounter. The shiny odds are 1 in 8,192, so this hunt can take a long time. If the Ho-Oh is not shiny, hold X, Y, A, and B to soft reset the game. This takes you back to the title screen. Load your save again, step forward, and repeat the encounter.

The soft reset is fairly fast, but it is a little slower than some other legendary hunts because you need to wait for Ho-Oh to fly down every time. Even so, this is the method you use to shiny hunt Ho-Oh in Pokémon FireRed and Pokémon LeafGreen.
