The fastest and most reliable method to level up this reputation is by repeatedly completing the Skeleton Fleet Raid Voyage located just north of the Reaper's Hideout.

Why This Voyage is the Most Efficient

The Skeleton Fleet Raid Voyage stands out for its speed and loot yield, requiring you to sink only three skeleton ships per run.
Each wave drops valuable Hunter's Call loot alongside a storage crate, and on a sloop, you'll rarely face more than one ship per wave. Even on larger vessels, you'll dispatch a couple more ships quickly.
With practice, your run times decrease further, making each Voyage a brief but lucrative endeavor.
By contrast, the Ghost Fleet raid demands sinking at least seventeen ships for a comparable payout, requires far more supplies, and takes significantly longer to complete.

Voyage Location and Turn-in

The Skeleton Fleet spawn point is fixed slightly north of the Reaper's Hideout, placing you adjacent to the North Star Seapost.
After defeating the final wave, you can sail mere moments to turn in your loot at this sea post rather than making a lengthy journey to an outpost.
This proximity saves approximately five to ten minutes of sailing per run, dramatically boosting your rep-per-hour rate.
Preparation
Upon spawning at an outpost, raise your Hunter's Call emissary flag immediately to stack extra reputation on each turn-in.
Since each skeleton ship drops supplies and a storage crate, you can opt to forgo heavy initial provisioning, though carrying a few cannonballs and planks never hurts.
Next, vote down any non-raid Voyages until the Skeleton Fleet Raid appears, then accept it to set sail without delay.
Executing the Raid Voyage

When you arrive at the event area, focus on defeating three waves of skeleton ships. On a sloop, expect one ship per wave; on larger vessels, you may face up to three simultaneously.
After each boat sinks, collect all Hunter's Call loot and any storage crates you find. Once your Hunter Skull Flag reaches Grade Five, those crates become even more valuable.
The final ship of the raid rewards you with the Monstrous Kraken Eye, worth 15,000 gold, which significantly boosts both your gold haul and reputation gains. Be sure to claim it before setting course for turn-in.
Maximizing Efficiency

Choose the far western section of the event area for engagements so that after defeating the last skeleton, you are ideally positioned for a swift sail east to the North Star Seapost.
Upon arrival, dock at the sea post and turn in all Hunter's Call loot—including the Monstrous Kraken Eye—to reap maximum reputation.
