The Important Setup Before the Fire

The safest way to go is to first deal with Ren correctly in the bar, then check Ren Research on the protest evidence board, and finally follow the whole conversation chain that makes the accusation stick.

Max also needs to blame Vinh later on when the story calls for it. These choices for setting up are important because they stop deaths that could have been avoided before the evacuation even starts.

Steps in the Fire Sequence You Can't Miss

The path gets a lot stricter once the fire starts. We need to save Safi. You need to read the poster board. Next, you need the Mask, the Wrench, and the powered breaker box so the rescue chain can go on. After that, they need to tell Noelle the right things, open the other valves, and break down the blocked path. If any of those things are left out, the ending doesn't work.

When the Trophy Opens

If you do everything right, the game will pay off during the last few levels and when you unlock Super Max. The route is worth taking even if you're not looking for trophies because it gives the story its most emotional ending.

The evidence board, warning Noelle, or not finishing the full valve sequence are the most common things that people miss when they don't get the achievement.
