Your party will find a whole new set of challenges as you move into the permanently frozen, oppressive world of Cyslodia. The fight with Lord Balseph is a fight against a giant lumbering tyrant, while the battle against Bureau Agent Law is a fast, intimate, very mechanical duel. Law is not made of heavy armor and big guns. Instead, he employs blistering martial arts, lightning-fast mobility, and brutal close-quarters strikes to completely throw your team’s rhythm off.

This encounter is a major milestone in the game's early chapters. It’s built to challenge your reaction speed and your ability to handle a hyper-aggressive human opponent. Law will constantly pressure whoever you are directly controlling, making it very easy to get cornered and knocked out fast if you are not careful. This guide will show you the exact tactics, loadouts, and defensive habits that you need to counter his fighting skills.

Important Setup and Requirements

Before you step into the arena to face Law, take a moment to fully optimize your active party. For this battle, you take control of Alphen, Shionne, and your newly acquired magical companion, Rinwell. Make sure your characters are at least level twelve or thirteen to give yourself a nice statistical cushion against Law’s physical power.

You should also fast travel to the nearest merchant hub and upgrade your weapons and armor. Create Alphen's latest obtainable sword to allow your physical attacks to pierce through Law's shields with ease. Make sure to outfit Shionne and Rinwell with gear that gives them the best elemental and physical resistances possible.

Your inventory management is just as important to your success. Law is very hard-hitting, so Shionne will probably be throwing her healing magics around at a rapid rate. Buy a good amount of Orange Gels to keep your shared Cure Points replenished, and load up on Apple Gels for flat health recovery. Also, a couple of Life Bottles kept in reserve are a great insurance policy in case your character is knocked out unexpectedly.

Programming the Backline AI

Law is very aggressive to your active character, so it’s very important to manage the behaviors of your backline support to stay alive. You want to directly control Alphen in this skirmish and have him use his heavy sword strikes to grab the immediate attention of the boss. Before the fight begins, pause the game and go to the Strategy menu to reconfigure your companions' settings.

You need to configure the tactical parameters of Shionne so that her top priority is healing. Tell her to auto-cast First Aid whenever any party member's health drops below a certain threshold. Meanwhile, Rinwell needs to be programmed to stay at arm’s length and keep firing off her long-range elemental artes.

This ensures that Shionne and Rinwell stay out of the way of Law’s immediate attack radius, stopping your whole party from being caught up in one of his combos. This clear division of labor allows you to concentrate fully on trading blows at close range, secure in the knowledge that your healers are safely looking after your health and resources from a distance.

The Martial Arts of Law Lightning

Once battle is initiated, Law will promptly dash forward and close the gap between you. His main offense is very fast, multi-hit martial arts combos that are very easy to break through an unprepared defense. He often uses quick forward dashes, mid-range roundhouse kicks, and heavy overhead punches that can stagger Alphen instantly.

To survive this onslaught, you must completely resist the urge to simply mash your attack buttons. Law has a lot of hyper armor on his basic animations, so your light attacks won't easily stop his momentum. Instead, assume a patient defensive stance and watch his body movements carefully, so you can anticipate his next strike.

If you see Law go for a heavy punch or a spinning kick, do a dodge roll just at the last possible second. Performing a Perfect Evade will slow down the action around you, allowing you to instantly counterattack with a Counter Edge attack. This counter-attack is your safest way of giving reliable damage while keeping Alphen completely safe from harm.

Taking Advantage of the Stagger Windows

Law is extremely fast, but his hyper-aggressive fighting style naturally leaves him open to severe punishment if you manage your resources correctly. After executing a long multi-hit combo string, he will pause for a moment to recover his stamina. These split-second openings are your cue to go on the attack heavily.

Alphen's forward lunging artes let you close the distance fast and you can unleash short, controlled combo strings to steadily chip away at his health pool. But you should always resist the temptation to reach too far. If you continue to swing your sword for too long, Law will immediately shake off the calm and activate his hyper-armor, counter-attacking with a devastating combo of his own.

The best way is to get in there with three or four quick attacks, hit him with one high-impact arte, and get out of there right away to get back to your defensive movement. And by repeating this disciplined cycle, you are always in a position to dodge when he makes his next offensive push.

Strategic Boost Attacks Going Off

As the duel progresses, the Boost Gauges of Alphen and Shionne will slowly fill, glowing bright blue. Properly handling these specialized attacks will go a long way to speeding up your win against the bureau agent. Alphen's Boost Attack is a great help in this fight, as his fiery sword strikes are guaranteed to stagger and force down human opponents.

When Law gets into a very aggressive mode or starts chasing down your spellcasters, turn on Alphen's Boost Attack immediately. Then the explosion will send the boss crashing directly to the ground, completely breaking his offensive momentum. This gives you an extended stagger window, letting your whole party safely lay out their strongest moves without any opposition.

Shionne’s Boost Attack also allows you to maintain your offensive pressure very effectively. Her rifle fire is normally for flying targets, but it will still stagger Law briefly and cause good chip damage from a safe distance. Properly alternating these companion assists keeps the boss off balance throughout the fight.

Over Limit Phase Survival

Once you get Law’s health bar below halfway, the fight gets a lot more hectic. The boss will be suddenly enveloped in a fiery blue aura, indicating that he has officially entered the Over Limit state. In this stage, Law’s physical stats are significantly boosted, and his attacks cannot be interrupted in a normal way.

Once you see the blue aura manifest, you need to immediately cease your offensive efforts and switch to an entirely defensive playstyle. Law will go into overdrive and speed around the arena at insane speeds, unleashing his most devastating martial arts techniques in quick succession. Attempting to trade hits with him in this state is an incredibly dangerous gamble.

Just focus on running around the edge of the arena and avoiding his high-speed tracking strikes. Watch Shionne’s casting bars, and manually use an item from your inventory to keep the party alive as needed. You survive the storm and his aura will fade away on its own.

The Last Victory

When Law's Over Limit phase ends and his aura dissipates, he will be extremely fatigued and highly susceptible to damage. This is your last chance to capitalize on his fatigue and make your final push on the attack. Use your Boost Gauges and normal attacks to keep him in an endless stagger cycle.

You just rack up high hit counts and the blue crosshair diamond hovering over his body will fill up quickly to the brim. When the Strike indicator starts flashing on your screen, press the corresponding directional prompt to execute a cinematic team-up finishing move. This last attack will drop him to no health and the fight will be over.

Beating Bureau Agent Law is a glorious victory in mastering the core evasion and counter-attack mechanics of the game. Once the agent of the tyrant is successfully subdued, the story will turn emotional and Law will finally join your active roster. Your newly fortified party will be perfectly equipped to push forward and liberate the rest of Cyslodia with his devastating fists, and shield-breaking capabilities added to your ranks.
