To get to Death Mountain you have to go through the north gate of Kakariko Village. The guard stationed there will turn you away unless you present official royal authorization from the royal family.
Once you have met Princess Zelda at Hyrule Castle, you have everything you need to open the trail and head up the mountain.

Showing Zelda's Letter to the Gate Guard
Head to the far northern end of Kakariko Village, where a large wooden barricade blocks the steep pathway leading upward. Walk directly up to the soldier standing watch. He tells you that the road beyond the gate is closed to the public by order of the king.
Open your inventory screen, and search for Zelda's Letter in your quest items. Assign Zelda's Letter to an action button and present it directly to the guard while standing in front of him in The Legend of Zelda: Ocarina of Time.
The guard will read the royal insignia and recognize Princess Zelda's handwriting. Acknowledging your clearance, he opens the gate to let you through.
Before you leave, he warns you about the falling volcanic rocks on the mountain and strongly advises that you equip a proper, flame-resistant shield so your wooden Deku Shield does not burn to ash.
Getting the Hylian Shield Discount in Castle Town
The guard suggests buying a Hylian Shield and mentions he will give his recommendation to the shopkeeper in Hyrule Castle Town Market. This recommendation unlocks a permanent store discount, dropping the price of the Hylian Shield from its standard 80 Rupees down to 60 Rupees.
If you do not already have the Hylian Shield, turn back toward the Hyrule Field drawbridge and head into Hyrule Castle Town Market in The Legend of Zelda: Ocarina of Time.
Go inside the Bazaar, which is the general goods shop on the main square. Talk to the merchant behind the counter. Because of the guard's favor, you can purchase the Hylian Shield off the shelf for 60 Rupees.

Quick Ways to Earn Rupees
If your wallet is empty after buying earlier upgrades, you have two quick ways to gather the remaining funds:
First, visit the Happy Mask Shop in the market square. Borrowing the Keaton Mask lets you deliver it back to the guard standing at the Death Mountain gate.
When you wear it and speak with him, he buys the mask from you for 15 Rupees. After returning the original 10 Rupee deposit to the mask shop owner, you pocket the remaining 5 Rupee profit while advancing the mask trading questline.
Second, step out into Hyrule Field at night. The skeletal Stalchild enemies spawn constantly from the ground as you run across the grass in The Legend of Zelda: Ocarina of Time.
Defeat these waves of skeletons using your sword slashes to farm green and blue Rupees quickly until your wallet reaches 60 Rupees.
Beginning the Climb
Return to the northern gate in Kakariko Village with your new Hylian Shield equipped. Pass through the opened wooden gate and continue straight onto the winding dirt path. You are now on the Death Mountain Trail, clear to head upward toward Goron City and the summit.

FAQ
Q. Do I lose Zelda's Letter after showing it to the guard?
A. No. Zelda's Letter remains in your inventory as a key item and is not consumed when you show it to the sentry.
Q. How do I climb Death Mountain with just the Deku Shield?
A. You'll need the Hylian Shield to protect yourself during the climb. The lower trail can be walked with the Deku Shield, but fire from enemies or falling volcanic rocks will instantly burn it up and destroy it.
