Rain doesn't have to remain a tank in Final Fantasy Resonance. From Chapter 2, he can focus on staggering enemies and dealing physical critical hits during the bonus phase while keeping useful support skills. This build leverages the stagger setup from other party members, letting Rain deal more damage once the enemy is vulnerable.
Equip Cloud as Rain's Vision
Start by equipping Cloud on Rain. Cloud is a Breaker Vision found in a Sanctum of Light in the Kingdom of Grandshelt during Chapter 1.

Cloud's Awakening abilities improve critical-hit potential, physical damage, and attacks against staggered targets. His Water and Lightning attacks also give Rain more elemental coverage. That fits Rain's stagger-first approach.
Cloud’s Critical Stagger Mastery ability is especially useful for this build, as it increases stagger power when a physical critical hit is achieved.
Choose the Stagger Ring and Power Wristbands
Equip the Stagger Ring for additional Rain stagger power. This accessory adds 10% to his stagger output, making it easier to reach the bonus phase. You receive it for collecting 12 Tablet Shards.
For the other accessory, choose Power Wristbands or Ring of Rage. Power Wristbands add Attack, which makes them the better fit for this particular setup. Rain ideally doesn't take much damage, so the Limit Burst charge from taking hits on Ring of Rage is less consistently useful.
Set Up Mastery Abilities
Prioritize Stagger Power +20% from Tronn. Add Fill LB on Stagger, also from Tronn, if you want extra Limit Burst gauge whenever Rain staggers an enemy. Zidane's Insult to Injury is useful because the strategy involves attacking debuffed targets.
Next, take Scan and Strike and Bonus Damage from Noctis. Scan and Strike rewards attacks that hit an enemy's elemental weakness after the target has been analyzed using Libra. Bonus Damage buffs attacks in the bonus phase, making it a good fit for the second half of the build.
If you want to focus more on charging your Limit Burst, you can replace Restore MP on Stagger and Fill LB on Stagger with LB Double Charge from Terra or LB Triple Charge from Onion Knight, provided you have learned them and have enough Ability Points (AP).

Build Stagger, Then Switch to Damage
Let Lasswell apply his stagger-related debuff first. If an enemy has an elemental weakness, attack with the matching element to help fill its stagger gauge. Otherwise, use Tackle or Soul of Valiance to keep the pressure on.
If you stagger the target, switch priorities. Take advantage of the bonus phase with Rain's critical hit attacks and the damage bonuses you've equipped. This also allows the rest of the party to deal more damage.
If the time is awkward, use Unity to change turn order or Protect to refresh a defensive buff. This keeps Rain useful even when he isn't attacking. Later, you can swap Visions to suit particular encounters.
A strong early Rain build pairs Cloud with stagger and critical-hit bonuses, then turns each successful break into a burst of physical damage.
