In Hades 2, there are several gathering tools that you can unlock by using resources, including the Fishing Rod. During your first runs toward Chronos, Melinoe will spot Fishing locations, but if you try to fish without the required tool, the game will display "Tool Required."
This guide will walk you through unlocking gathering tools and crafting the Fishing Rod so you can start collecting Fish in Hades II.
Unlocking Fishing Rod
To get the Fishing Rod, your first task is to unlock the Night's Craftwork Incantation using the Cauldron located in front of Hecate's usual spot in the Crossroads. You only need one Moly to unlock it, which can be picked up quickly during your early runs. Moly can be found as a standard collectible in Erebus, the first area you explore in Hades 2.

Once the Incantation is unlocked, you can access the Gathering Tools by visiting the Silver Pool, the area where your weapons are located, right next to the training station in Hades II.
Crafting Fishing Rod
To craft the Fishing Rod, you will need Bronze and F-Fabric, specifically one Bronze and two F-Fabric. Bronze is not immediately available and can only be obtained after you gain access to The Surface by completing the Permeation of Witching-Wards Incantation.
Before you can acquire Bronze, you also need to unlock the Crescent Pick Gathering Tool at the Silver Pool. Once these conditions are met, you can find Bronze in the City of Ephyra on The Surface.

Use of Fish
Currently, the Fish you collect in Hades 2 can only be sold at the Broker in the Crossroads. The Broker will provide you with Bones depending on the rarity of the Fish you sell in Hades II.

Selling Fish
The Fish you can find so far include the Chiton, which is found in Oceanus and sells for 23 Bones. The Moper is located in Erebus and sells for 21 Bones, while the Figment also appears in Erebus and sells for 32 Bones.
Soby can be found in Mourning Fields and sells for 24 Bones, and the Roach is located in the City of Ephyra, selling for 34 Bones. The Gutternose is another Fish found in Oceanus, and it sells for 35 Bones. Lastly, the Jiffy appears in Tartarus and can be sold for 29 Bones in Hades II.
