You will find the Tang Palace Maid at Worship's Rise in the Buddha Cliffs area. 

This boss fight is on the main story path, so you can't miss it as you naturally progress through the game.

An Axe or Halberd works best against this opponent in Wuchang: Fallen Feathers.
