How to Reach Jess's House

First, make sure you have the Scalpel from the Clinic. Use it to open the blocked entrance on the south side of St. Amelia Park. This gives you access to the residential area of the Shorefront District.

Continue through the streets to Building 14 on Farrow Street. Jess's House is located nearby.

Before entering, look for Building 16 opposite Building 14. Enter the building and go upstairs to Room 1/2.
